TRF to welcome ninth commanding officer Aug. 30

Capt. Leo Falardeau will assume command as Trident Refit Facility's ninth commanding officer when he officially relieves Capt. Joseph McBrearty during a change of command ceremony Aug. 30 at TRF's Combat and Control Systems building.

The principal speaker will be Rear Adm. Mark Kenny, Submarine Group 10 commander.

McBrearty assumed command of TRF on July 25, 2003. Under his direction, TRF experienced numerous successes, both administrative and operational.

McBrearty led the command through 49 refit periods, including 12 arduous drydockings, expending more than 2.9 million man-hours, including completion of complex nuclear and non-nuclear repairs.

In the face of increased maintenance commitments and manning reductions, he personally ensured TRF's on-time delivery of mission-capable strategic assets.

McBrearty was proactively involved in the preparations and execution of four dual media discharges, an evolution involving replacement of submarine reactor plant filter media.

TRF achieved outstanding results on every inspection completed during McBrear-ty's tenure, including safety, supply, nuclear repair and radiological controls inspections.

McBrearty's mark will be left on TRF long after his departure with the implementation and strong support of a Continuous Process Improvement Program (Lean manufacturing), a strategy for achieving significant continuous improvement in performance through elimination of all waste of resources and time in the total business. He also was key to the revitalization of the command's Apprenticeship Program, which will train the next generation of TRF employees to work in the highly technical submarine repair trades.

In addition, McBrearty spearheaded the creation of an inspection and audit department at the command. This department will provide independent assessment teams tasked with ensuring technical standards compliance throughout the command.

Upon his proper relief, McBrearty will report to Command Leadership School, Newport, R.I., where he will serve as an instructor.

Falardeau, a Rochester, N.Y., native, enlisted in the Navy in September 1971. He received his commission through the Limited Duty Officer program and became an ensign (nuclear power) in October 1982. He reports to TRF from USS Harry S. Truman (CVN 75) where he served as chief engineer.

Falardeau is married to the former Kathy Lucas of Alameda, Calif.; they have four adult daughters: Shannon, Nicole, Kim and Danielle.
